To retire from a Service to which one has given thirty-seven years of one`s life is a step which is bound to leave a gap. But, freed from the necessity of action, one finds time to think; and so the gap tends to become filled up by thoughts about one`s experience in the Service, now seen in retrospect as a whole. The following papers are really an expression of some of these thoughts. Such an origin is not likely to produce anything in the nature of an account of the Civil Service, and these papers can lay no claim to be such an account.
